Adopted by Common Council in 2015, Plan Ithaca is the City's comprehensive plan — a long-term vision for how Ithaca grows and improves over time. It covers everything from buildings, streets, and infrastructure to parks, neighborhoods, and social equity. The plan guides the Common Council, City boards, and staff in making decisions on zoning, funding, and policy.
